Importing Goods into Paraguay from USA

Shipping items to Paraguay shouldn’t be stressful, but it could be if you’re unprepared for the required documents, duties, and taxes. These prerequisites vary depending on your relationship with the country. The information below should serve as a competent guide.

Permits from the USA

Just recently, new customs regulations were added for items exiting the USA to Paraguay. Imported goods from the USA used to pass through two ports without trouble: Miami and Pt Everglades. Now, items which are exiting the USA from Florida must also be inspected by Paraguayan Customs Officers in Miami. If this process is skipped, the items won’t be cleared in Asuncion, Paraguay.

Importing household goods

Non-diplomat household removals must come with a B/L or AWB certificate issued by the Paraguay government. Shipping documents and a detailed packing list (in English) must also accompany the shipment. Claimants of the shipment must have stayed in Paraguay for three months or more. For certain shipments, a Customs Certificate is also necessary. The other documents needed would depend on the consignee’s relation to the state:

i. Diplomats must present a letter from their Embassy in Paraguay and a permit from the Paraguayan Ministry of External Relations. Diplomatic items may enter the country without being inspected by Customs officers. Usually these are transferred duty-free.
ii. Returning Paraguayan Citizens must provide the Customs Department with their original Paraguay ID, a similar ID from the USA, a detailed packing list of the shipment with the item’s declared values, and a certificate issued by the Paraguayan Consulate in the USA. Used items can usually be imported duty-free.
iii. Temporary residents are allowed to have their personal effects and household removals shipped to Paraguay as soon as they acquire their temporary resident permit. This permit is only legitimate for one year, though. Detailed inventories must be accomplished in English and Spanish. Duties and taxes apply.
iv. Permanent residents may have household effects shipped from the USA as long as they’ve already been issued a permanent resident permit. It takes about 1 to 2 years to obtain this, but is valid for 10 years. If the permanent residence permit was issued a year or earlier, the items can be imported into Paraguay duty-free. After the 1-year-leeway, duties and taxes (usually 32% to 40% of the customs valuation) will be applied. A customs certificate will also be asked for, a detailed inventory of the items, original copies of the two bill of landing documents, and a detailed inventory in Spanish, stamped by the Paraguay Consulate in the USA.

Importing vehicles

The same rules apply for the importation of vehicles from the USA to Paraguay. All vehicles must be inspected by Miami Paraguay Customs officials before leaving the USA even if they’re exiting through Florida. Duty-free transfer only applies to diplomats. All other types of consignees must pay duties and taxes. Usually, this ranges from 35% to 37% of the customs valuation. Paraguay does not permit the entrance of vehicles which are 10 years old or older. The following documents need to accompany the vehicles:

i. AWB or OBL
ii. Pre-shipment Inspection Certificate from Miami
iii. VERITAS or SGS verification for all cars over $US3,000 (with the exception of diplomatic vehicles)
iv. Proof of ownership or the title of the vehicle bearing the consignee’s name
v. The original commercial invoice of the vehicle.

Each diplomat may only bring one (1) vehicle into the country duty-free.

Special vehicles

Boats and industrial machinery, while considered motor vehicles, may require different documents and permit to be imported into Paraguay. These would depend on the vehicle’s importation purpose, commercial worth, and the necessity of bringing in such machineries for a project within Paraguay. Duty- and tax-free importation may be granted for very special cases.
